Organizational Context The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, with 191 member National Red Cross and Red Crescent Societies. IFRC also adheres to strict child safeguarding principles. The Ebola outbreak, declared mid ‑ May 2026, is caused by the Bundibugyo strain, with hundreds of suspected cases and hundreds of deaths reported across Ituri, South Kivu and North Kivu provinces. It began with clusters of unexplained deaths in early May and is spreading in a context of weak health systems, population movement, insecurity, and community mistrust, which together increase the risk of sustained transmission and cross ‑ border spread to neighbouring countries such as Uganda and South Sudan. The absence of an approved vaccine or specific treatment for this strain makes the outbreak particularly complex and heightens the urgency of rapid containment. The IFRC is scaling up a national society‑led response centred on community engagement, surveillance, and infection control, supported by an emergency appeal. Red Cross volunteers are mobilized in affected areas to conduct door‑to‑door awareness, counter misinformation, encourage early care‑seeking, and support safe and dignified burials, key to breaking transmission. At the same time, the IFRC is coordinating closely with governments and partners, strengthening cross-border preparedness, mobilising resources and surge capacity, and supporting logistics, infection prevention control, and community-based surveillance to contain the outbreak and reduce regional spread Job Purpose Under the supervision of the Operations Manager, the Field Coordinator will support the implementation and coordination of the operation in their geographical area(s) as per the defined operational strategy. The Field Coordinator effectively contributes to the assistance of vulnerable people through a well-coordinated approach. The incumbent ensures that all activities are implemented following the accepted humanitarian standards, while promoting capacity building of the NS, actively pursuing community participation in the implementation of activities and ensures objectives are met according to Federation standards, policies and procedures Job Duties and Responsibilities Support NS and IFRC in management of operational activities Support NS and IFRC field teams in programme design, planning, implementation, monitoring and reporting, and transition in line with IFRC procedures. Ensure that operational planning is in line with the NS long-term strategy and capacity. Provide assistance to NS staff and volunteers to effectively implement project and program activities in accordance with humanitarian standards and as per Federation standards, policies and procedures. Support the NS and IFRC technical program teams in implementing field activities for specific programs and ensure that technical support is provided for field teams. Act as the main link between the National Society (NS) and IFRC secretariat in the assigned geographical area(s)Together with NS counterpart and field teams assess socio-political, humanitarian and security situations and gaps in area of responsibility and provide provide regular monitoring field reports as required and/or as per given schedule, including reports on important events or situation developments. Provide regular and timely operational reports inclusive of operational data and relevant statistics and guarantee quality programming in the field. Ensure staff safety and security by adhering to policies and regulations in the assigned geographical area Serve as IFRC finance, admin and logistics focal point for IFRC in the geographical area as needed. Coordinate and liaise with internal and external partners in the assigned geographical area or operation component Ensure the implementation of the Membership Coordination Framework established for the operation at field level and support and promote the ideas of membership coordination in emergencies. Encourage NS to engage effectively with the external humanitarian community at local level, and upon request of the NS represent the IFRC in planning and coordination meetings and external relationships/networking, in the assigned geographical area to ensure alignment with the NS Provide regular updates, including from coordination meetings held in the Movement's area of responsibility in the region, to IFRC and NS appropriate Focal Persons to inform overall country programme decision-making. Ensure close coordination of NS and IFRC managerial and technical sectors: Ensure activities are coordinated with communities and local actors, Participating National Societies (PNS), Emergency Response Units (if relevant) and rapid response personnel/teams in the area of responsibility in the assigned geographical area. Ensure accuracy and quality of the planned intervention - and ensure close communication with relevant stakeholders for trouble shooting. Link UN, NGO, Government resources, etc. to the NS and relevant technical sectors of the RCRC operation in the assigned geographical area iv. Collaborate with other corresponding Field Coordinators. Work closely to support local branches of the NS in area of responsibility. Support the branch in building capacity where needed both in to carry out current operations and for long-term organizational development. Champion high-quality accountability standards and ensure compliance with relevant policy and procedures. Education Required Relevant university degree or equivalent qualifications with a relevant field Preferred Basic Delegates Training Course (BTC) or IMPACT or equivalent Experience Required At least 5 years of work experience for the RC/RC or for another humanitarian relief organization coordinating emergency and/or relief operations. Experience in managing programs and projects including planning, monitoring and guiding implementation, budget development and management of significant field-based projects, reporting and technical advice and guidance. Experience in field intervention, volunteer management, mentoring and capacity building, training project staff and working with vulnerable populations. Experience and knowledge in the regional context Preferred Field experience within the RC/RC Knowledge, Skills and Languages Required Ability to work under pressure and manage a team in high stress environment in an emergency context. Cultural sensitivity and ability to work in a cross-cultural and cross-functional environment as well as to communicate in such environment. Understanding of cash-based intervention. Good analytical skills and solution focused person. Fluent spoken and written English and French Preferred Ability to conduct rapid assessment, baseline, and satisfaction survey assessment.
